Overview

Consultancy services for a feasibility study for the proposed CABRO paving of Trade Junction Offices to Kwale High Court Road. Eligible bidders are consulting firms with experience in road/infra feasibility studies, capable of delivering both technical and financial proposals under a QCBS process, and meeting Kenyan procurement requirements (PPRA rules, tax clearance, and related disclosures).

Requirements

• Relevant experience in feasibility studies for road pavement projects (CABRO or similar).
• Ability to prepare Terms of Reference, methodology, work plan, and deliverables.
• Compliance with Kenyan public procurement rules: tax compliance certificate, no PPRA debarment, no conflicts of interest, and eligibility (including joint ventures limited to two members).
• Key Experts from eligible countries; Kenyan citizenship considerations for evaluation; no participation of public officials.
• Proposals must include both a Technical Proposal (via electronic system) and a Financial Proposal (hardcopy).
• Proposals must be prepared in English; adhere to the listed forms and documentary evidence; and observations on anti-corruption practices.
• Subcontracting requires procuring entity approval; substitution rules apply to Key Experts.
• Currency: Kenya Shillings for financials; price adjustments not generally applicable (no inflation clause unless Data Sheet states).
