Overview

Procurement of consultancy services for provision, implementation and ongoing support of the Official Corporate Electronic Mail Service for the Bungoma County Government. Eligible firms (including joint ventures) with ICT and email-system deployment experience are invited to bid. The selection method is Quality-Cost Based Selection (QCBS), with separate Technical and Financial proposals, and a 120-day proposal validity.

Requirements

• Eligibility and integrity: valid licenses, tax compliance, not debarred, no conflicts of interest, and disclosure of any potential conflicts.
• Technical qualifications: demonstrated experience in provisioning, implementing and supporting corporate email services; submission of CVs for Key Experts; approved Joint Venture structure if applicable.
• Key expert requirements: defined roles and inputs; estimated Key Expert input around 3 months; Key Experts must be from eligible countries.
• Financial proposal: itemized remuneration for key and non-key experts plus reimbursables; costs in permitted currencies; inclusion of taxes and 0.03% Capacity Building Levy.
• Compliance: proposals must be submitted in English, with all forms and supporting documents; mandatory documents (Power of Attorney, CVs, etc. per standard forms).
