CONSULTANCY SERVICES FOR SURVEY AND DEMARCATION OF KALALANI TRADING CENTRE PAHSE II

Overview

Procurement of consultancy services for survey and demarcation of Kalalani Trading Centre Phase II under an open QCBS process. Bidders should be eligible professional consulting firms with demonstrated experience in land surveying, cadastral demarcation, and related urban planning tasks for county-level projects (Kenya). The project is issued by Kwale County Government; proposals are open to both local and international firms.

Requirements

• Proven experience as a consulting firm on survey/demarcation and TOR delivery.
• Submission of both Technical and Financial Proposals; Technical must be compliant and complete.
• Tax compliance and eligibility checks (e.g., PPRA preclusion checks, not debarred).
• No conflicting interests; JV limits apply (maximum two members).
• Key Experts must be from eligible countries; no Key Expert is allowed to appear in more than one proposal if mandated.
• Proper execution: power of attorney for proposal signing; all documents in English; proposal validity as required.
• Compliance with Kenyan procurement rules, anti-corruption clauses, and local tax/levy requirements (including 0.03% Public Procurement Capacity Building Levy).

How to Apply

• Submission deadline: 04 November 2026 at 10:30 East Africa Time (North of Kwale).
• Submission method: Technical Proposal submitted electronically via ifmis-i sourcing; Financial Proposal submitted in hard copy (tender box) at Kwale County Procurement Office.
• Documents to submit: Technical forms TECH-1 to TECH-7; Financial forms FIN-1 to FIN-4; Power of Attorney; mandatory documentary evidence; sealed proposal with separate Technical and Financial envelopes; JV documents if applicable.
• Pre-proposal conference: not held.
• Registrations/credentials: tax compliance; PPRA debarment check; eligibility per ITC; ability to participate in QCBS.
