Overview

Procurement of Consultancy Services for the Environmental and Social Impact Assessment (ESIA) and Resettlement Action Plan (RAP) for the Roads for Rural Economic Development Project (RREDP) Lot 2 – Sections 1 and 2 (133 km + 143 km). Bidders with a multidisciplinary team experienced in ESIA/RAP, social safeguards, land valuation, climate risk, GIS, road projects, and World Bank ESF compliance are encouraged. This is a Lump-Sum, World Bank–funded contract (RFP KeNHA/3001/2026). Deadline to submit: 18 August 2026; submission address: Kenya National Highways Authority, Barabara Plaza, Nairobi. Proposals must be accompanied by consolidated technical and financial components.

Requirements

• Multidisciplinary team totaling 46 professional person-months, with key staff including:
  • Lead Environmental Specialist/Team Leader
  • Sociologist/RAP Expert
  • Climate Change Specialist
  • Natural Resources, OHS, Land Valuation, Socio-Economist
  • Gender/GBV Expert, Road Safety Engineer, GIS/Land Surveyor, Livelihood/RAP Specialist
• Qualifications aligned with WB ESF and Kenyan regulations; specific criteria for each role (e.g., Lead Environmental Specialist: 20+ years, NEMA registered; Land Valuer: Registered with Institution of Surveyors of Kenya; etc).
• Compliance with World Bank ESF, ESS standards (notably ESS5), ESHS codes, and preparation of ESIA, RAP, ESMP, SEP, CRVAR, and related deliverables.
• Access to data, site, and institutions; preparation of asset inventories, livelihoods assessments, GRM, LRP, and implementation schedules.
• Client ownership of deliverables; adherence to confidentiality and World Bank ethics.
