• Proven experience in water supply Infrastructure consultancy and water pan construction, with clearly defined deliverables and TORs.
• Availability and detailed CVs for Key Experts, with no Key Expert appearing in more than one proposal if restricted.
• Compliance with Kenyan public procurement rules: not debarred by PPRA; valid tax compliance certificate; no conflicts of interest; not insolvent; no corrupt or fraudulent conduct; no involvement of public officers in procurement.
• Joint Venture (if any) limited to a maximum of two members. Lead member rules apply for sub-consultants; exemptions may be required for certain JV arrangements.
• Adherence to ITC requirements, contract type (Time-Based or Lump-Sum) and the awarded terms, with substitutions allowed only under stated conditions.
• Local currency/tax considerations, and knowledge of Kenya’s legal and regulatory context (KRA, PPRA) as applicable to the contract.
