Overview

Procurement of Consultancy Services for the Socio-Economic Infrastructure Needs Assessment Study for the RREDP along 536.6 km of roads across Nakuru, Kericho, Bomet, Uasin Gishu, Elgeiyo Marakwet, Nandi and Narok Counties, Kenya. Firms with World Bank IPF experience and strong capabilities in socio-economic surveys, infrastructure planning, GIS/spatial analysis, and sector expertise (agriculture, health, education, WASH, MSMEs) should bid. The assignment expects about 40 person-months of Key Expert input and a Full Technical Proposal (FTP) under QCBS.

Requirements

• Quality- and Cost-Based Selection (QCBS); Full Technical Proposal (FTP) format; English language.
• Proposals may allow associations: JV with non-shortlisted or with other shortlisted firms if permitted (Data Sheet 14.1.1).
• 40 person-months of Key Expert input; 13 named specialist roles listed in Data Sheet; Minimum technical requirements apply.
• Compliance: anti-corruption, conflict of interest disclosures, beneficial ownership disclosure, and adherence to World Bank procurement rules.
• Proposals must be valid for 120 days; substitutions for Key Experts require justifications and Bank-acceptable replacements.
• VAT exemption in Kenya applies; reimbursable expenses listed; currency arrangements specified.
• Proposals must avoid proposing alternative Key Experts; full financial and technical forms required (TECH-1–TECH-7; FIN-1–FIN-4).
