Overview

Provision of Environmental Impact Assessment for proposed projects and Environmental Audits on Nyandarua County projects under the Kenya Devolution Support Program Phase 2. The County Government of Nyandarua invites proposals from qualified environmental consulting firms. The selection method is Quality and Cost Based Selection (QCBS) with a two-envelope proposal (Technical + Financial). Submissions are via an electronic procurement system (IFMIS) by 15 Oct 2026, 11:00 East Africa Time. Requirements

• Demonstrated experience in Environmental Impact Assessments and environmental audits; Key Experts with relevant qualifications; CVs submitted.
• Compliance documents: tax clearance certificate; not precluded by PPRA; no conflicts of interest; not insolvent.
• Joint Ventures: maximum of two members; clear lead member; sub-consultants named.
• Proposals must be valid for the period specified in the Data Sheet (Data Sheet indicates 140 days).
• Submissions must be in two envelopes (technical and financial) with Power of Attorney; adherence to ITC forms TECH-1 to TECH-7 and FIN forms FIN-1 to FIN-4.
• Reimbursable expenses may include NEMA EIA processing fee (0.1% of total project cost), stakeholder consultations, publications, etc.
• Language: English.

• Prepare Technical Proposal using TECH-1 to TECH-7 and send Financial Proposal using FIN-1 to FIN-4; include Power of Attorney; submit as a single bid with two sealed envelopes via the IFMIS portal, Negotiation Number 2419121-2026/2027.
• Ensure all copies are properly sealed and labeled; proposals must be uploaded by the deadline and will be publicly opened after submission.
• If shortlisted, participate in negotiations on TORs, methodology, and remuneration; do not alter the agreed unit rates for Lump-Sum contracts without permission.
• Standstill period applies after the award notification.
