SANRAL invites bids for Consulting Engineering Services for a Community Development Project and Small Contractor Training and Development in Steynsburg along R56 Section 2 (KM 0 to KM 30). Bid is aimed at consulting engineers with experience in road-related community development, social programs, and contractor training, capable of delivering design oversight, stakeholder engagement, and capacity-building components under SANRAL contractual frameworks (including required pre-qualifications and compliance).

Scope references and related agreements appear in attached appendices (e.g., Appendix G: Request for Survey Work and Appendices H1/H2 dealing with municipality agreements and road handovers).

Requirements

• Professional registration and capacity to provide consulting engineering services for community development and contractor training.
• Compliance with SANRAL tender requirements: Form of Offer and Acceptance, pricing schedules, and returnable schedules; B-BBEE status as per Form D1.
• SARS tax compliance status (Tax Compliance Status) with ongoing disclosure to SANRAL; include PIN and, if JV, PINs for all partners (C1.1.5).
• Evidence of Public Liability Insurance; ongoing coverage for the contract duration (Annexure D).
• Financial pre-qualifications: registration on CSD; VAT and ITIS where applicable; banking details on SANRAL forms; evidence of SARS compliance.
• Evidence that OHS expertise is qualified: SACPCMP registration for the designated OHS roles (Professional Construction HSE Agent and Construction HSE Manager) (as per Form of Acceptance).
• Ability to register on SAP Ariba before hand-over (as per Form of Acceptance).
• If a JV, provide JV agreements and partner CSDs; evidence of leading partner’s bank details.
• Scope includes surveying and related deliverables (refer Appendix G) and adherence to TMH11 guidelines; related documents include Appendices H1 and H2.
