Overview

This tender is for Consulting Engineering Services for the Upgrade of Old Howick Road (R103) from Cedara Interchange (km 0.00) to Athlone Circle (km 11.00). Requirements

• Eligibility: registered on the National Treasury Central Supplier Database (CSD); CIDB minimum; tax/compliance status (SARS) including PIN/TCS; returnable documentation per tender data.
• Key personnel (minimum 10 years experience, active registrations): Project Leader (ECSA-registered), Design Specialist (Pavement and Materials Engineer) with appropriate registrations; other required design specialists.
• Subcontracting and B-BBEE: minimum 30% subcontracting to local black-owned enterprises; B-BBEE verification or sworn affidavit; DPIP/FPPO/FIN declarations as applicable.
• Tender documents and format: returnable schedules (PDF + Excel on flash drive), Form A1–A26 equivalents; no alternative tenders; 12-week validity.
• Procurement mechanics: 80/20 or 90/10 price-preference system; public tender opening; risk and due-diligence provisions for award.
• Special conditions: no Clarification Meeting; if JV, separate authorisations and JV agreements required.
