Overview

SANRAL invites bids for Consulting Engineering Services to provide formalised access roads within Ventersburg as a community development project. The project spans Free State, Lejweleputswa, with design and construction documentation to May 2027 and 9 months of supervision from Aug 2027. JV possible with a Targeted Enterprise; tender must be lodged by 07 Oct 2026 (12:00). Tender documents are available for free download (C.004-032-2019/1F). Briefing is mandatory (14 Sep 2026, MS Teams link).

Requirements

• Key personnel: Project Leader and Design Specialist must have active SA/ECSA registration and relevant experience (minimum ~5 years); mandatory attendance at briefing; team composition governed by SANRAL criteria (Stage 3–4).
• Compliance: Tax compliance (SARS PIN; TCS), CSD registration if applicable, COIDA good standing, B-BBEE status (verification or sworn affidavit), and retention of documents for the duration of the contract.
• Subcontracting: Minimum 30% subcontracting to black-owned Targeted Enterprises.
• Registration/Pre-qualifications: Registration on the Central Supplier Database (CSD) and adherence to CIDB conditions; returnable schedules must be submitted.
• Documentation: Complete and submit the full set of returnable schedules (A1–A22, B1–B7, C1–C2–C2.4, etc.) with the Form of Offer and pricing schedules (see Returnable Schedules in the tender doc). (See Returnable Schedules list in T2.1.)
• Other: Competitive procurement rules apply (PPPFA points, evaluation thresholds, debarment checks, and contract risk assessments).

How to Apply

• Obtain documents: Tender documents available for free download from SANRAL’s site (C.004-032-2019/1F) and the eTenders portal (T-1/T-2).
• Briefing: Attend the compulsory clarification briefing on 14 September 2026 at 10:00 (MS Teams: link in tender documents; late arrivals not permitted).
• Submit: Tender offers must be placed in the SANRAL KwaZulu-Natal Tender Box, 58 Van Eck Place, Mkondeni, Pietermaritzburg by 07 October 2026, 12:00. Telegraphic/emailed tenders are not accepted. Include a flash drive with MS Word/Excel versions of required schedules (as per C.2.13). (T-5, T-2)
• Documents to submit: Complete Form of Offer (C1.1/ C1.2), Pricing Schedule (C2.2), Summary of Pricing (C2.3), Key Person/Schedule forms (B1–B7), A-series returnables (A7–A21), and all other listed returnable documents (T2.1). Ensure CSD/Tax/BBBEE documents are current. (T-23)
