Requirements

• CIDB registration: 3 SG/SL (active at close); joint ventures may apply under CIDB rules.
• Central Supplier Database (CSD) registration to be eligible.
• Tax clearance: SARS-based tax compliance status or equivalent proof; CSD verification acceptable.
• COIDA/BIBC compliance: Letter of Good Standing and BIBC registration where applicable.
• BBBEE: valid BBBEE status level certificate or sworn affidavit for EMEs/QSEs; Schedule 15 (MBD6.1) and related declarations.
• Locality preference criteria: provide municipal rate accounts or lease/bank proof of business address to qualify for locality points.
• Returnable documents: complete Schedules 1–21 (e.g., MBD1, Compulsory Enterprise Questionnaire, CIDB proof, tax, declarations, JV where applicable).
• Safety and contract readiness: evidence of health and safety competencies; alignment with Occupational Health and Safety requirements.
• Compliance checks: tender offers must meet all specified eligibility and responsiveness criteria (CIDB, MBD forms, etc.).
