Overview

Procurement of a 36-month Sewer Rodding Framework Contractor Panel for the eThekwini Sanitation Operations Department, to be used on an as-needed basis. The panel targets sewer rodding contractors with CIDB CE 1 or higher, and requires demonstrated experience (five relevant contracts in the last 10 years), CIDB/B-BBEE/tax compliance, and registration on the eThekwini supplier systems. Addenda modify allocation, experience, and vehicle rules.

Requirements

• CIDB contractor grading: 1 or higher CE (or higher).
• Minimum experience: five (5) completed sewer-related contracts or order numbers/fault numbers in the last 10 years (per Addendum 3).
• Proof of past work: signed reference letters and/or completion certificates; where available, include contract numbers.
• Vehicles/equipment: comply with Annexure B vehicle/equipment schedule; vehicle leasing limited to a maximum of three (per Addendum 1).
• Registrations: valid on National Treasury CSD, eThekwini Supplier Portal, and eThekwini JDE System.
• Tax and compliance: valid Tax Compliance PIN; CIDB status; B-BBEE (as required); municipal rates clearance.
• Documentation: complete returnable schedules and forms (including Enterprise Questionnaire and MBD forms where applicable).
• Clarification meeting attendance: compulsory (15 September 2026, 11:00, Pinetown Civic Hall) and queries by 17 Sept 2026; answers posted by 25 Sept 2026.

• Submission deadline: hard copy (Tender Box, 166 KE Masinga Road, Durban) and electronic (JDE ESP) must be delivered/completed by 02 October 2026 around 11:00. Addenda indicate date adjustments may apply (see Addendum 2: closing date update).
• Submission method: hard copy submission plus electronic upload via the eThekwini JDE system; hard copy remains the ruling version.
