Overview

Creation of a Sewer Vacuum Tankering Framework Contractor Panel for the Durban Sanitation Operations Department over 36 months, to be engaged as required. Suitable bidders are CIDB CE-class contractors with a 1 or higher designation, capable of providing sewer vacuum tankering services; and firms prepared to join a rotational/allocation-based panel with adherence to procurement rules.

Requirements

• CIDB: contractor grading designation 1 or higher; Class CE.
• Experience: minimum five (5) completed contracts or order numbers/fault numbers in the last ten years (per Addendum 3) with supporting references.
• Documentation of previous work: signed reference letters and/or completion certificates; include job fault numbers where possible.
• Financial: Audited Financial Statements if tender value exceeds R10 million (incl. VAT).
• Compliance: valid CIDB, B-BBEE certificates, Tax Compliance Status PINs; verified via CSD; no undisputed municipal rates in arrears (unless offset by an agreement).
• Registrations: registered on the National Treasury CSD, eThekwini Supplier Portal, and the JDE ESP system.
• Vehicle/equipment: comply with vehicle and equipment requirements (per Addendum 3).
• Clarification: compulsory clarification meeting attendance; queries submitted by 2026-09-17 (answers posted by 2026-09-25).

How to Apply

• Submit documents via hard copy to The Tender Box, 166 KE Masinga Road, Durban, and electronically via the eThekwini JDE ESP system; both required by closing 2026-10-02 at 11:00.
• Obtain bid documents from National Treasury eTenders or the eThekwini site (see attachments); see Addendum 1 for allocation changes and Annexure A (Experience) requirements, and Addendum 3 for vehicle specs.
• Register or verify: CSD, eThekwini Supplier Portal, and JDE access (supplier.selfservice@durban.gov.za).
• Prepare Returnable Documents (e.g., MBD forms, Compulsory Enterprise Questionnaire) and the Schedule of Previous Experience (Annexure A per Addendum 1).
• Clarification: attend 15 September 2026, 11:00, Pinetown Civic Hall (60 Kings Road). Queries due 2026-09-17; responses posted by 2026-09-25.
• Tender validity: 12 months from closing (per Tender Data).
