Overview

Procurement of a Sewer Vacuum Tankering Framework Contractor Panel for the eThekwini Municipality’s Sanitation Operations Department, valid for 36 months and utilized on an as-needed basis. Target bidders are civil/construction firms with CIDB CE (or higher) classification (CIDB 1 or higher) and proven experience in sewer infrastructure and vacuum tankering, capable of operating within a roster/allocation process. Compulsory clarification meeting on 15 September 2026 at 11:00am (Pinetown Civic Hall, 60 Kings Road). Closing date for bids: 2 October 2026.

Requirements

• CIDB eligibility: designation of 1 or Higher CE (or higher).
• Compulsory Clarification Meeting: 15 September 2026, 11:00 at Pinetown Civic Hall.
• Registrations: be registered on the eThekwini Supplier Portal, the National Treasury Central Supplier Database (CSD), and the eThekwini JDE System; maintain current data (CSD, supplier portal, JDE access).
• Past contract experience: minimum five (5) completed contracts or order numbers/fault numbers within the last ten years (as amended); provide signed reference letters and/or completion certificates.
• Municipal/compliance: up-to-date municipal rates/taxes status and tax compliance PINs; B-BBEE certification as applicable; CIDB status verified via CSD.
• Vehicle/equipment requirements: compliance with Annexure B Vehicle/Equipment Schedule; addendum clarifies limits on vehicle leases among bidders (no more than three other bidders’ vehicles).
• Pricing: rates must be fixed for the contract duration; show VAT separately; include all applicable duties/taxes (VAT excluded).
• Tender validity: tender offers valid for 12 months after the original tender validity period.
• Additional context: project is not part of Targeted Development Programme (TDP) unless otherwise stated; B.U.I.L.D. considerations may apply.
• Documentation: complete Returnable Documents and Annexures; submit per Returnable Schedules; acknowledge addenda.
