Overview

Buffalo City Metropolitan Development Agency seeks a 12-month cybersecurity vulnerability testing software license, including scanning, asset discovery, risk assessment, and reporting capabilities; suitable bidders are ICT vendors with vulnerability testing software licenses, installation and training capabilities.

Requirements

• Valid registration on National Treasury’s Central Supplier Database (CSD) or provide CSD number.
• Complete and submit MBD 4, MBD 6.1, MBD 7.1, MBD 8, MBD 9 and Declaration of Bidder forms (as appended to the notice).
• Meet all mandatory compliance requirements and provide proof for specific goals per MBD 6.1.
• Provide proof of two ICT Vulnerability Testing Software License projects in the last five years, each valued such that combined minimum is R100,000.
• Prices must be inclusive of VAT.
• Not in arrears on municipal accounts for the company and for directors (with acceptable proofs: municipal statements, debt clearance certificate, lease documents with lessor confirmation, etc.).
• No use of Tippex/erasable ink; quotations must be sealed and fully completed.
• Emailed quotations are not accepted.
• Valid for 90 days from closing date; BCMDA may request further information.

• Submission method: sealed hard-copy quotation in the BCMDA QUOTATIONS BOX, 69 Frere Road, Vincent, East London; use Windsor Road entrance; no email submissions (document is NOTICE 7 OF 2026).
• Documents to submit: pricing schedule, MBD forms (4, 6.1, 7.1, 8, 9), Declaration of Bidder, and related statutory documents; include proof of mandatory requirements and two references as per the scope (see Terms of Reference).
• Pre-qualifications/registrations: CSD registration (or supplier number) and SARS tax clearance as applicable by the bid.
