Overview

Procurement: office cleaning services for a five-year period for uMngeni-uThukela Water (UUW). Target bidders are cleaning/facilities management service providers with capability to staff, manage hygiene, safety and quality in an office/buildings context. Key qualifications include BBBEE considerations, compliance with CIDB/SCM standards, and a track record in building/facilities cleaning.

Requirements

• Compulsory briefing session (22 Sep 2026, 11:00 at Hayfields) and download of documents prior to briefing
• Returnable documents: SBD 1, SBD 6.1, pricing schedules, consortium/joint-venture agreements if applicable, BBBEE documentation
• Contract Participation Goals: minimum 35% CPG, including 25% from UUW area and 10% for local enterprises; CPG Partner arrangement with sub-contracted work
• Insurance: Public Liability minimum R10,000,000 and Professional Indemnity minimum R5,000,000 for the performance period
• Evaluation: three-stage process – Mandatory requirements, functionality/technical responsiveness, price and preference points
• Submissions: CIDB/standard tender conditions apply; 1 original + 1 electronic copy on USB; electronic submissions not accepted via email/fax (submission must be in the tender box)
• Other: ethical conduct/anti-corruption clauses, compliance with POPIA and SARS requirements where applicable

• Attend the compulsory briefing on 22 Sep 2026 (569 New England Road extension, Hayfields) and bring bid documents for signing
• Submit bids in the UUW tender box: 310 Burger Street, Pietermaritzburg by 12:00 on 8 Oct 2026 (closing time); late submissions rejected
• Submission format: one original plus one USB copy; no fax/email submissions
• Ensure registrations/credentials: CSD registration, VAT details, and BBBEE certificate (or sworn affidavit for EMEs/QSEs); where applicable, provide lead-member authorization for consortiums
• Ensure readiness for post-award preconditions (CPG arrangement, cash-flow projections, insurance confirmations)
