Data Subscription Services (Economic Data Management)

Overview

Procurement of Data Subscription Services (Economic Data Management) for the Western Cape Department of Economic Development and Tourism to source, acquire, supply and maintain economic data subscriptions over a 3-year SLA. Bidders should have proven experience in data subscriptions management, licensing, data delivery, and alignment with government procurement processes (e-tender submissions, VAT-inclusive pricing, and BBBEE considerations). The contract supports international, SA and thematic data across macro-economic, news/analysis, and general data categories.

Requirements

• Submit a single VAT-inclusive management fee percentage (not per-subscription) fixed for the 3-year period.
• Service delivery must cover sourcing, activation, access, and continuity of data subscriptions; contracts issued per 12-month cycles within the 3-year period (no automatic renewal unless written approval).
• COMPULSORY documents: WCBD 1, WCBD 3.1 (Pricing Schedule), WCBD 4 (Declaration of Interests/Past SCM Practices/Independent Bid Determination), and WCBD 6.1 (Preference Points Claim Form) with BBBEE evidence.
• Registration and compliance: valid VAT status, Central Supplier Database (CSD) registration, SARS Tax Compliance Status or PIN (or CSD number if TCS not available); ensure bid teams are tax compliant.
• Lead manager must have a CV; provide client references (letters, not older than 5 years); Tables 4–5 detailing SA/international subscriptions managed.
• Adhere to evaluation: Phase 1 pre-qualifications; Phase 2 functionality (weights up to 70+ achieved threshold); Phase 3 price and BBBEE (80/20 or 90/10).
