Overview

RFQ to deliver and supply environmental monitoring instruments and consumables, including pH/temperature data loggers, electrodes, software, underwater loggers, solar shields, and related accessories. Eligible bidders are suppliers of scientific instrumentation and consumables with capacity to supply to Cape Town, must comply with South African procurement requirements (SBD forms, BBB-EE, CSD/MAAA, tax/VAT).

Requirements

• 80/20 preferential points system for bids up to R50 million; 80 for price, 20 for Specific Goals (more than 50% ownership by Black people, Women, or people with disabilities).
• Complete and sign SBD 4 and SBD 6.1; provide CSD/MAAA number; BBB-EE certificate or sworn affidavit; SANAS/B-BBEE accreditation; ownership certificates if applicable.
• Tax compliance and SARS PIN/CSD number required; quotations must be valid as specified (generally 90 days).
• If claiming specific goals, provide required documentation (Medical certificate for disability, etc.); joint ventures require consolidated BBB-EE certificates.
• No delivery before an official order; delivery timelines to be stated in the quote.
• Supplier details must be provided (CSD/MAAA number, contact, delivery address).

How to Apply

• Submission deadline: 16/10/2026 at 11:00 (quotations should be submitted by email to RFQCT@dffe.gov.za).
• Documents to submit: signed quotation on letterhead with item descriptions, banking details; SBD 4, SBD 6.1, proof of BBB-EE, CSD/MAAA number, tax/VAT status, and any other required documents per the RFQ.
• Submission method: email to RFQCT@dffe.gov.za (not accepted if after closing date/time).
• Briefing session: venue listed as Foretrust Building, Martin Hammerschlag Way, Cape Town; mandatory status not specified in the RFQ text (refer to attached RFQ for details).
• Items scope (from attached RFQ): 12 items including Bluetooth low energy pH/temperature data logger systems, replacement electrodes, maintenance kits, anti-biofouling guards, USB interfaces, data processing software, underwater temperature loggers, solar shields, handheld multimeters, and courier provisions (see DFFEQ 217 environmental monitoring RFQ for full itemization).
