Overview

Procurement of a national blood bank management system including RMNCAH services (design, develop, support and deploy). Open national tender issued by the Digital Health Agency (Kenya) invites health-IT vendors, system integrators and consortia with experience in national-scale health information systems and RMNCAH services to bid.

Requirements

• Compliance with Public Procurement and Asset Disposal Act, 2015; anti-corruption declarations required.
• Completion of Certificate of Independent Tender Determination; no collusive or unfair practices.
• Eligible tenderers: private firms, state-owned entities, or JVs; JV members jointly liable.
• No involvement by public officers; no conflicts of interest; proper JV governance.
• Local content: foreign bidders must source at least 40% of inputs from national suppliers.
• Tax compliance: valid tax clearance certificate.
• Debarment check: not listed on PPRA/CAK/ppra databases; environmental/other prohibitions as applicable.
• Information System scope: hardware, software, services, deployment, training, maintenance; origin allowed from eligible countries.
• Subcontractors: disclose major subcontractors; ensure compliance of subcontractors with ITT.
• Pre-qualification: may be required; updated information if pre-qualified.
• Documentation: provide conformity, eligibility, and technical responses as detailed in tender forms (Section IV) and procurement sections.

How to Apply

• Submission method: sealed, single envelope submission including ORIGINAL and COPIES to the DHA address in Nairobi; handle as per ITT 24.
• Documents to submit: Form of Tender, Price Schedules, Tender Security or Declaration, JV agreement if applicable, eligibility and conformity documents, country-of-origin declarations, and any other documents in Section IV.
• Pre-qualification/registrations: follow TDS; tax clearance and any required registrations; PPRA/CAK checks may apply.
• Briefing/site visit: pre-tender conference and site visits (if specified in the TDS); minutes and addenda issued as needed (not attendance-critical unless stated).
