Overview

Design, development, integration, maintenance and support of RMNCAH modules (ANC, delivery, PNC, Family Planning, Immunization, Adolescents Health, BEmONC and CEmONC, MPDSR) in the Taifa Care systems. The open national tender is issued by the Digital Health Agency (Kenya) for a capable ICT/Information System integrator to design, develop, integrate, maintain and support the RMNCAH components.

• Target bidders: capable software/ICT providers (including JVs) with system design, integration, development, and ongoing support expertise; experience with RMNCAH modules and national health information systems is advantageous.

Requirements

• Proven ability to design, develop, integrate, maintain and support RMNCAH modules within Taifa Care.
• Compliance with Kenyan public procurement rules (anti-corruption declarations; not debarred; disclosure of ownership/conflicts).
• Eligibility rules: JV arrangements allowed with representative; strict prohibitions for public officers; avoidance of conflicts of interest.
• Local content and nationality: foreign bidders must source at least 40% of inputs from Kenyan nationals; disclose subcontractors and nationalities for major items.
• Financial/administrative: valid tax compliance certificate; any required registrations with Kenyan authorities as per TDS.
• Technical/contractual: submit conformity evidence (Preliminary Project Plan, integration responsibilities, item-by-item responses to technical requirements) and appropriate subcontracts details for major items.
• Tender security or securing declaration as specified; alignment with Section IV forms and JV agreements if applicable.

• Submission method: sealed paper tender to DHA in Nairobi (boardroom address); electronic submission if allowed by the TDS.
