Overview

Design, Install and Commission SCADA Information Centre at North East Regional Office. uMngeni-uThukela Water invites open bids from competent contractors to deliver SCADA information centre design, installation and commissioning. Eligible bidders include those with CIDB 5EP or higher, Adroit SCADA integration capability, and qualified electrical/electronic personnel (Project Manager, SCADA Engineer, Telemetry Technician). The bid uses a two-stage evaluation: minimum 70 functionality points, then price and preference with 80/20 (or 90/10 if value exceeds R50m), including specific BBEEE goals (HDI 51%, RDP 51% women) (T1.1).

Requirements

• Active CIDB grading of 5EP or higher.
• Adroit accreditation; proof required for ADROIT SCADA System Integrator.
• Project Manager with Electrical/Electronic Engineering: Trade Test or higher.
• SCADA Engineer with Electrical/Electronic Engineering: Trade Test or higher; Adroit certified.
• Telemetry Technician with Electrical/Electronic Engineering: Trade Test or higher.
• Attends compulsory clarification meeting and signs attendance list.
• Bidders Disclosure Form completed; Tax Compliance Status; CSD Report; COID good standing; Company registration; evidence for preference goals (HDI and RDP) (F.2.23).
• No alternative Tender offers; paper tender plus electronic copy (USB) required (F.2.12, F.2.13.3).
• Right to award in whole or in part; 120-day tender validity; security/guarantee requirements (F.1.5, F.2.16, F.2.20).

How to Apply

• Compulsory clarification meeting: 08 Sep 2026 11:00 at North East Regional Office, Alton Richards Bay; attendance by those who requested documents (T1.1).
• Closing time and submission: closing time per T1.1 is 12:00 on 01 Oct 2026; deposit tender in Tender Box outside 310 Burger Street, Pietermaritzburg (24/7) (T1.1, T1.5).
• Submit: original paper tender plus one electronic USB copy; outer package must include Tender Number, Title, Closing Date/Time, Tenderer details (F.2.13.3, F.2.13.5) (T1.5).
