DESIGN OF MONITORING SYSTEM FOR SEWERAGE AND STORM WATER SUMP PUMP STATIONS INCLUDING CLOUD AND MOBILE MONITORING PLATFORM (MONITORING ONLY)

Overview

Design of a monitoring system for sewerage and storm-water sump pump stations at OR Tambo International Airport, including a cloud and mobile monitoring platform (monitoring only). This RFQ invites professional engineering consultants to design, document and monitor a remote monitoring solution (field instrumentation, telemetry, cloud and mobile dashboards) that interfaces with the Employer’s IMCS, with no pumping control. Bidder should have experience in remote monitoring, telemetry, cloud/mobile platforms, cybersecurity, and NEC3 PSC contract administration.

Requirements

• Monitoring-only system design, with read-only IMCS interface and no remote control of pumps.
• Deliverables across NEC3 PSC stages (initiation to close-out) including plans, architectures, data models, security and test procedures.
• Apply standards: OSHA; SANS 10142-1; IEC 61131; IEC 62443; ISA-5.1; ISA-18.2/IEC 62682; ISO 27001; ISO 55000; POPIA; ACSA ICT security.
• Cybersecurity, data protection, risk assessment, and secure cloud/mobile dashboards.
• Compliance and governance: tax (SARS PIN/TCS), CSD as applicable; annual B-BBEE compliance; insurance as per NEC3 data.
• Security vetting where required; confidentiality and non-disclosure.
• Exclusions: no on-site construction, no remote pump control, and no permanent cloud/mobile licensing paid by the consultant (to be addressed in future contracts).
