• Adherence to tender conditions: original bid documents signed in black ink, no unauthorised alterations, submission in a sealed envelope, and compliance with GCC/SCC where applicable.
• Evaluation framework: 80/20 price-based with 10 points for B-BBEE and 10 for locality; bid validity of 90 days; notices that bids may be withdrawn or adjusted; municipal procurement policies apply.
