Overview

The Central Bank of Kenya invites bids for the design, supply, implementation, deployment and commissioning of a Secure Service Edge (SSE) solution for CBK. This is an open tender with a pre-bid briefing and allowance for foreign participation under applicable requirements. Submissions are in physical form (no electronic tenders) with a closing date referenced in the tender documents; clarification and addenda may be issued via the CBK/PPIP portals and email. Requirements

• Compliance with the Public Procurement and Asset Disposal Act, 2015; Declaration of anti-corruption and non-debarment; examination/audit of records as needed.
• Tenderer eligibility: single firm or JV; joint venture must appoint a representative; avoid conflicts of interest.
• Foreign bidders must meet local-content requirement (at least 40% of inputs from national suppliers/contractors).
• Tax compliance certificate (Kenya) and applicable registrations as defined in the tender data.
• Tender security of Kes 50,000; price schedule conformity; Form of Tender, independent tender determination, and related forms.
• Documentation proving eligibility and conformity of the Information System; list of subcontractors for major items; IP/materials disclosures.
• Site visit and pre-bid meeting attendance; submission in hard copy to Green Tender Box No.3; non-electronic submission.
