Overview

Procurement of design, supply, implementation, migration and commissioning of a virtualized environment for the Central Bank of Kenya. This is an open national tender aimed at IT systems integrators with capabilities in virtualization, data-center modernization, networking, software licensing, and related services (including Oracle-related implementation). Key readiness: governance and compliance with Kenyan public procurement rules, tax clearance, and ability to provide end-to-end delivery, integration, training and support.

Requirements

• Eligibility and integrity: no conflicting interests; JV allowed with clear representative; no debarment; comply with fraud and competition laws; tax compliance certificate.
• Local content and nationality: foreign bidders must show at least 40% local inputs; JVs may require exemption from competition authority; disclosures of ownership and conflicts of interest.
• Conformity and documentation: provide Form of Tender, price schedules, tender security, JV agreements or intent, evidence of eligibility and conformity of the Information System, item-by-item technical responsiveness, Preliminary Project Plan.
• Tender security and validity: Kes 100,000 tender security; security valid for 170 days from tender opening; tenders valid for 140 days.
• Pricing and procurement rules: prices in Kenya Shillings; incoterms (CIP for foreign goods; EXW for local goods); separate recurrent costs; all costs including travel and training where applicable.
• Subcontracting: disclose major subcontractors; ensure subcontractor compliance with ITT requirements.

• Attend pre-bid meeting: 10 September 2026 at 10:30 A.M. (virtual). Provide email to receive link. (see TENDER DOCUMENT)
• Prepare tender: include FORM OF TENDER, Price Schedules, Tender Security, Joint Venture documents if applicable, eligibility, conformity proofs, IP declarations, and any required appendix forms.
• Submit: in plain sealed envelopes, one outer envelope and internal envelopes for ORIGINAL and COPIES; submission in Green Tender Box No. 3, Ground Floor, CBK Head Office, Haile Selassie Ave, Nairobi.
