Overview

Design, Supply, Installation and Commissioning of State-of-the-Art Engineering Equipment for uMngeni-uThukela Water. This tender targets competent contractors with an active CIDB grading of 8ME or higher, and includes Contract Participation Goals (CPG) of 35% (25% local area operations, 10% local/potential targeted enterprises) in line with the B-BBEE policy. The award uses a two-stage evaluation: minimum 70 functionality points, then price and preference (80/20 or 90/10). Documents are issued by email on request (see Tender Document) and a compulsory clarification meeting is required (see Tender Document).

Requirements

• CIDB grading: 8ME or higher.
• Bidders must complete and sign Bidders Disclosure (T2.2.2) and CPG declaration (T2.2.5) achieving at least 35% CPG (25% area, 10% local) per B-BBEE policy.
• Minimum functionality threshold: 70 points.
• Evaluation: 80/20 (price/preference) or 90/10 for higher value bids; preference points per PPPFA 2022.
• Returnable schedules: Tenderer’s Experience (T2.2.9, 50%), Experience of Key Personnel (T2.2.11, 30%), Method Statement (T2.2.15, 10%), Preliminary Programme (T2.2.16, 10%).
• Required documents with tender: Tax Compliance Status (PIN), CSD Report, COID good standing, Company Registration, evidence for preference claims, and other certificates listed in T2.2.x.
• Compulsory clarification meeting attendance; no alternatives to the meeting.
• No alternative tender offers.
• Tender validity: 120 days.
• Insurance, procurement, and contract documentation per SCM009 (Standard Conditions of Tender).

How to Apply

• Deadline: closing time 12:00 on 25 June 2026 (document indicates 12:00; cross-check with notices).
• Submission: tender offers deposited in the Tender Box outside the main entrance of 310 Burger Street, Pietermaritzburg. Paper copy plus one electronic copy on USB as required.
• Documents to submit: completed Authority for Signatory; Bidders Disclosure; Tax Compliance Status or CSD; COID; CIDB; SBD / PPPFA disclosures; proof of attendance at compulsory clarification; method statements, preliminary programme, and other returnable documents as per T2.2.x. • Pre-qualification/registrations: Tax Compliance Status (or CSD number), CSD Report, CIDB, COID; CIDB/registration evidence for all parties if JV/consortium.
• Briefing/Clarification: compulsory clarification meeting 29 May 2026 at Mkondeni Workshop, Pietermaritzburg (attendances signed at meeting).
