Overview

Design, supply, installation, testing and commissioning of 3kV DC traction substation equipment at Welgedag. This NEC3 ECC project is open to Tenderers with CIDB contractor designation 6EP or higher (or compliant Joint Venture), who have DC traction/substation experience. A compulsory site clarification visit/meeting will occur, with bids submitted via the Transnet e-Tender Portal.

Requirements

• CIDB: contractor grading designation 6EP+ (or JV with lead partner meeting the requirement; combined designation must meet the threshold).
• Functionality: minimum 70 points to be evaluated further (based on previous experience and delivery lead time).
• Compliance documents: valid Tax Clearance Certificate (with TCS PIN), SANAS B-BBEE evidence or sworn affidavit, CIDB SFU Annex G, Letter(s) of Good Standing with Workmen’s Compensation, POPIA/related compliance.
• Returnable documents: T2.2-11 Compulsory Enterprise Questionnaire; T2.2-12 CIDB SFU Annex G; T2.2-6 Letter of Good Standing; SBD4/SBD6 as applicable; LC Annexures C, D, E for preference claims.
• Preference and local content: 80/20 price/preference (value likely up to R50m); B-BBEE and Local Content Annexures for points.

How to Apply

• Briefing/site meeting: compulsory Clarification Meeting on 15 July 2026 at Welgedag Substation (attendance required; see coordinates in documents). (from attached RFP)
• Closing: 31 July 2026, 10:00. Tender offers must be valid for 12 weeks.
• Submission method: via the Transnet e-Tender Submission Portal (esupplierportal.transnet.net/portal/); each bidder must use its own profile; no email/fax submissions.
• Documents to submit: complete SBDs (SBD4/SBD6), CIDB SFU Annex G, T2 returnables (T2.2-11 through T2.2-18), tax/B-BBEE evidence, and other site/equipment capacity schedules as per T2.2.
