Overview

Procurement of Designing, Development, Integration, Maintenance of a DHA Governance Risk System, training of DHA staff on the system and conducting a DPIA on all DHA systems. This open national IT systems project targets providers with expertise in information systems design/integration, governance risk management, staff training, and data privacy impact assessments (DPIA). Requirements

• Compliance with the Public Procurement and Asset Disposal Act 2015 and anti-corruption declarations; Independent Tender Determination.
• Eligibility rules: JV allowed; no public officers’ conflicts; acceptable ownership/relationships to avoid conflicts of interest.
• Tax compliance: Kenyan bidders must provide a valid tax compliance certificate.
• Local content: foreign tenderers must demonstrate at least 40% local inputs; nationality/subcontracting rules apply.
• Pre-qualification: if pre-qualified, tenderers must update or reaffirm pre-qualification data.
• Conformity to tender requirements: supply and installation of an Information System with integration, training, and DPIA services; provide Preliminary Project Plan, integration responsibility, and item-by-item conformity to technical requirements.
• Subcontractors: disclose major subcontractors; ensure compliance of subcontractors with ITT requirements.
• Environmental/sustainability: goods/services must not be harmful; origin of information system allows eligible-country sourcing.

How to Apply

• Submission method: sealed envelope with an ORIGINAL, COPIES, and, if allowed, an ORIGINAL and COPIES for any alternative tender; non-sealed or late submissions are disqualified. Electronic submission may be allowed if specified in the TDS.
