APPOINTMENT OF THE SOCIAL MANAGEMENT EXPERT TO DEVELOP A PROJECT SPECIFIC GENERE MAINSTREAMING PLAN AND CONDUCT GENDER MAINSTREAMING COMPLIANCE ASSESSMENT FOR MOKOLO CROCODILE WATER AUGMENTATION PROJECT PHASE 2A (MCWAP 2A)

Overview

Appointment of a Social Management Expert to develop a project-specific Gender Mainstreaming Plan and conduct a Gender Mainstreaming Compliance Assessment for Mokolo Crocodile Water Augmentation Project Phase 2A (MCWAP 2A). This is a professional-services RFQ seeking a Lead Specialist to deliver GMP development and compliance assessment for a large public infrastructure project.

Requirements

• Lead Specialist: bachelor’s degree in Gender Studies, Social Sciences, Development Studies, Sociology, Anthropology, Public Policy or related; master’s preferred; minimum 8 years in gender mainstreaming/gender assessments; at least 3 assignments.
• Company: 8–10 years in social development, social impact management, gender mainstreaming or social safeguards; proven experience on infrastructure/water/public-sector projects.
• Deliverables: GMP policy/documents analysis, gender analysis, data collection (gender-disaggregated), KPIs, accountability/reporting template, final report with Improvement and Execution Plan (as per 2.1–2.6).
• Mandatory documents: Lead Specialist qualifications (Annexure A1), Company Experience (Annexure A2), Tax Compliance Status, B-BBEE (certificate or sworn affidavit), CSD registration, SBD 1/4/6.1, and the Price Schedule (Annexure F).
• Evaluation: minimum threshold of 27/45 points; PPPFA-based preference with 80/20 points split (price 80, specific goals 20).
