Overview

This tender seeks a turnkey Develop & Construct contractor to replace Ntshele Clinic at King Sabata Dalindyebo Municipality, Mthatha, including planning, design, construction, equipping and commissioning of a new 8-hour primary healthcare facility. Bidders must hold active CIDB Contractor Grade 7GB or higher and have proven medical-facility project experience; the contract duration is about 24 months.

Requirements

• Active CIDB 7GB+ (no 6GB PE) registration; proof available on CIDB site.
• Attendance at the compulsory briefing; attendance register signed in the bidding entity’s name.
• If applicable, signed letter of intent to enter into a JV/Consortium; authority to sign for lead partner.
• Fully completed forms: Form A (Authority for Signatory), Form B, Form C (Key Personnel), Form J (OHS specs), Form K (CPG), etc., and SBD 1, 4, 6.1, 7.2.
• Original, priced Bill of Quantities (including M/E and SHE BoQ where applicable).
• Proof of professional registrations for key personnel (e.g., Architect Pr.Arch (SACAP), QS Pr.QS (SACQSP), Eng/Tech Eng with ECSA, etc.).
• SANAS-accredited B-BBEE certificate (or applicable exemption) and JV/consortium certificates if relevant.
• Proof of capital access (credit lines, supplier credit) and plant/equipment availability.
• SMME Implementation Plan targeting 36% local participation (Form K commitments).
• Quality Control System (QMS) and risk/QA/SHE plans; Professional Indemnity Insurance (min R3m per discipline) or LOI.
• Tax/compliance: SARS PIN, CSD registration or proof of tax-compliance status; VAT if applicable.
• Evidence of locality within Eastern Cape OR Tambo region or King Sabata Dalindyebo area.
