Overview

Procurement of a Geospatial Interactive Planning Atlas System Module to be developed and integrated with ECSECC’s GIS platform. Target bidders include GIS/RS specialists, full‑stack developers, DBAs, UI/UX designers, urban planning experts, and project managers with data governance and security capabilities. The project is open-tender with a 14 Sept 2026 15:00 closing, 80/20 evaluation, and on-prem hosting requirements.

Requirements

• Competencies: GIS/Remote Sensing specialists; full‑stack developers; DBAs; UI/UX; planning/urban development experts; experienced PM.
• Technical capabilities: proficiency with ArcGIS, QGIS, GeoServer, Mapbox, Leaflet, OpenLayers; ability to integrate raster/vector/tabular/cadastral data; PostGIS/Spatialite; strong spatial analysis and cartography.
• Web/app development: modern frameworks (React/Angular/Vue); Python/Node.js; API integration (REST, GraphQL, WMS/WFS/WCS); data interoperability standards (ISO 19115, INSPIRE, OGC).
• Data/Cloud: PostgreSQL/PostGIS; MongoDB; data cleaning/metadata; cloud or hybrid hosting; Docker/Kubernetes; RBAC, encryption, logging, backups.
• Domain and governance: urban/regional planning knowledge; SDGs alignment; WCAG accessibility; open data policy; data governance and SDI compliance.
• Security/Contract: data protection standards; secure APIs; 30‑day payment terms; performance security; adherence to GCC and potential SLA.
• Evaluation framework: Gate 0 prequalification (documents); Gate 1 80% spec compliance; Gate 2 minimum 80 points; Gate 3 price and specific goals (80/20).
