Development and Deployment of the DIME-SCALE - Business Intelligence Infrastruct [SCOPE OF TENDER......] The selected firm will undertake the following tasks: 1. Inception, Co-Design, Market Failure Analysis and Requirements ·       Establish and convene a Design Reference Group comprising UNDP, at least one commercial lender, a development finance institution, a guarantee facility representative, at least one wholesaler, business (spaza) owner representatives and the relevant technical partner. The Group validates requirements at inception and tests the prototype. ·       Conduct consultations with retailers, retail associations, wholesalers, financial service providers and technology providers to establish the following: o   Existing fintech, merchant, payment, data, analytics and lending capabilities. o   Determine why existing data is not translating into greater lending. o   Assess existing merchant operating systems. o   Assess existing data-sharing capabilities. o   Recommend what should be integrated, procured, adapted or built. ·       Undertake a Market Failure and Ecosystem Gap Analysis to: o   Identify why existing enterprise data and fintech capability are not translating into materially greater lending and investment. o   Determine information, trust, governance, coordination, commercial, behavioural, regulatory and technical barriers limiting capital flows. Assess whether the primary constraints are technological, institutional, commercial, governance-related or market-structural. ·       Recommend which capabilities should be integrated, procured, adapted or newly developed. ·       Recommend which functions are best provided by ecosystem partners and which require public-interest stewardship. ·       Recommend which opportunities to leverage existing market solutions in accordance with the principle of integration before build.   2.
