Overview

Licensing of space for the development and management of a Fixed Base Operator (FBO) and associated aviation facilities at Jomo Kenyatta International Airport. Open National tender by Kenya Airports Authority; suitable for aviation service operators, real estate/leasing firms, and FBO managers with relevant aviation facilities experience and leasing capability.

Requirements

• Eligibility and anti-corruption compliance: meet ITT requirements, provide Certificate of Independent Tender Determination, and not be debarred; no conflicts of interest.
• Tender structure: may bid as a single firm or as a Joint Venture (JV); a JV must nominate a Representative and be jointly and severally liable.
• Tax and local content: Kenyan tenderers must provide a valid tax clearance certificate; otherwise as required by ITT.
• Financial: tender security of Kshs 2,000,000 valid for 216 days from tender opening; acceptable forms include bank guarantee, cash, or approved instruments.
• Lease items and origin: all lease items and related services must originate from eligible countries; provide Owner’s Authorization if the tender involves items not owned by the bidder; provide conformity evidence to technical specs and a current list of spare parts/tools.
• Ownership and conflicts: disclose ownership/control details; potential conflicts must be addressed; provide requested information to assess independence and avoid collusion.
• Site visit: mandatory pre-bid/site visit on 21/07/2026 at JKIA (see document).
• Tender validity: period specified in the Tender Data Sheet (TDS) and pricing must be fixed as applicable.
