Overview

Development of a Local Biodiversity Strategy and Action Plan (LBSAP) and a Municipal Open Space Strategy (MOSS) for the City of Mbombela. This tender targets capable service providers with a multidisciplinary environmental team (biodiversity science, climate change, planning, GIS) to deliver an 18-month program, including stakeholder engagement and detailed GIS outputs. Requirements

• Multidisciplinary team: Environmental Scientist (Project Lead, SACNASP), Biodiversity Specialist, Climate Change Specialist, Town and Regional Planner, GIS Specialist; each with ≥5 years post-qualification experience; must submit updated CVs, certified qualifications, proof of professional registration, and project experience (minimum team requirements in Special Condition).
• Returnable documents: valid Tax Compliance Status (TCS) Pin; full Central Supplier Database (CSD) registration report (not a summary, not older than 30 days); certified Copy of B-BBEE certificate or sworn affidavit; municipal rates/taxes for the business and all directors (or lease/tribal authority proof where applicable); company registration certificate and directors’ IDs; JV/consortium parties to submit separate TCS/PIN/CSD.
• Compliance: no bids from state servants; not on Register of Bid Defaulters; COIDA and other statutory insurances as applicable; proper sign-off on all MBD forms (1, 4, 6.1, 3.1 pricing, 7.1 contract to be signed by winner); evidence of relevant licenses and professional registrations.
• Financials and governance: current municipal rates for business and directors; proof of ownership/lease arrangements; latest AFS or MBD5 where required; basic COIDA if applicable.
• Evaluation: functionality thresholds (minimum 30 points to progress) and 80/20 price-preference scoring; clear demonstration of team capability and references.
• Documentation requirements and submission rules: documents must be in sealed envelope, submitted in the Mbombela Tender Box; late submissions rejected; no submissions by telegram/fax/email (see Special Conditions).
