Overview

**SANSA seeks proposals to develop community-based solutions using Earth Observation and other space technologies for a 12-month period, with a budget likely up to R50 million; start-ups, MSMEs and NPCs/NGOs are invited to bid.**SANSA aims to appoint a minimum of three suppliers based on quality, price and specific socio-economic goals (B-BBEE). Proposals should address local community needs through EO data integration and stakeholder engagement.

Requirements

• Proposals from start-ups, MSMEs, NPCs/NGOs; at least one GIS or Remote Sensing specialist on the project team with CV.
• Detailed proposal (minimum six A4 pages) including objectives, technical approach, implementation plan, community engagement, team, and budget.
• Compliance and pre-qualification documents: SBD 1, SBD 4, SBD 6; Certificate of Authority of Signatory; proof of company registration; CSD registration; Tax Compliance Status (PIN or CSD if applicable).
• Specific goals for preference points: 51% black-owned (10 points), 40% black women-owned (6 points), 51% owned by black youth (4 points) — with proof documents required (e.g., CSD, BBBEE certificates).
• Pricing to be provided in a separate Pricing Schedule; total bid value up to R50M (incl. taxes); fixed pricing for the contract period.
• Submission must be via the National Treasury e-tender portal; no physical submissions.
• Compliance with POPIA data protection; appoint Information Officer contact for related queries.
