DEVELOPMENT OF DIGITAL KNOWLEDGE MANAGEMENT PLATFORM & REVAMPING OF MAARIFA WEBSITE

Overview

Development of a Digital Knowledge Management Platform & Revamping of Maarifa Website for the Council of Governors. Open to ICT firms and developers; JV arrangements are restricted to a single member (i.e., bids should be from a single firm rather than multi‑firm JVs).

Requirements

• Evidence of eligibility and qualifications: Certificate of Registration/Incorporation; valid Tax Compliance Certificate; ICTA compliance certificates (Systems & Applications, Data Centre, Information Security); Data Protection Act Certification as Data Processor/Data Controller; CR12 or Directors/Power of Attorney.
• Bid security of 100,000 KES; proof of payment for bid document (KES 1,000).
• Authorization/dealership from internationally recognized solution providers; signed Form of Tender; Confidential Business Questionnaire; Certificate of Independent Tender Determination.
• Financials: audited statements for 2023–2025 and bank statement for last 6 months.
• Data protection and independence assurances; evidence as required by tender documents.

How to Apply

• Deadline and queries: questions due by 30 October 2026; final submission by 3 November 2026 at 11:00 (Kenya time). (see tender document: tender document)
• Submission method: sealed envelopes delivered to the Council of Governors Secretariat, 2nd floor, Delta Corner, off Waiyaki Way, Nairobi, or posted to P.O. Box 40401, 00100 Nairobi.
• Documents to submit: Form of Tender; priced Schedule/Activity Schedule; Tender Security/Declaration; all MR documents; evidence of eligibility; signatories with Power of Attorney; financials; compliance certificates.
• Pre-qualifications/registrations: mandatory registrations and certifications including tax clearance, ICTA certifications, Data Protection certifications, and independence declarations as per tender data sheet; certificate of registration/incorporation.
• Briefing/site visit: no pre-tender site visit or briefing is scheduled/mandatory (as indicated in ITT 7.2).
