DEVELOPMENT OF HIGH-QUALITY INVESTMENT PROMOTION AND TOURISM DEVELOPMENT MARKETING VIDEO, USB PACKAGE AND A4 PROMOTIONAL BROCHURE/CATALOGUE FOR BUFFALO CITY

Overview

Development of a high-quality investment promotion and tourism marketing package for Buffalo City, including an end-to-end video production (8–12 minutes plus a 60–120s digital cut), a USB package with QR codes, and an A4 promotional brochure/catalogue (8–16 pages), plus 50 printed brochures. Bidders should be able to deliver creative concept, filming, post-production, photography, drone footage (where allowed), design, printing and USB packaging, and ensure branding alignment with BCMDA guidance for an investor, tourism and institutional audience. Suitable bidders include media/film production, graphic design, printing and marketing services with government/commercial project experience.

Requirements

• Must be registered on National Treasury’s Central Supplier Database (CSD) or provide CSD supplier number.
• Complete and submit MBD 4, MBD 6.1, MBD 7.1, MBD 8, MBD 9 and Declaration of Bidder forms.
• Demonstrate compliance for minimum requirements and meet mandatory terms of reference; provide proof for specific goals (BBEE, local area, women/youth ownership, disability).
• Prices inclusive of VAT where applicable; no Tippex; proof of municipal debt clearance for bidder and directors (arrears not exceeding 3 months) or equivalent lease confirmations.
• Submission must be hard copy, sealed, and delivered to the specified address by 12:00 on 09 November 2026; emailed quotations are not accepted.
• Quotations are valid for 90 days; BCMDA reserves right to accept part of the tender and to not award the lowest price.
• Tenderers must be not in the state’s service and comply with SCM and ethical requirements as per MBDs.
