Overview

Procurement of the development of new cemeteries and extension of existing and access roads within both cemeteries, to be delivered through civil-engineering construction works. Open municipal tender by Matatiele Local Municipality; intended for contractors with civil construction capability and CIDB registration for public works.

Requirements

• CIDB registration appropriate for public works.
• Original Tax Clearance Certificate and SARS compliance (TCS) for bidders; separate TCS for consortia/joint ventures.
• Central Supplier Database (CSD) full printout or registration.
• Complete and sign MBD forms as required (MBD 3.3, 4, 6.1, 8 & 9) plus Ethics Commitment Form and Authority to Sign; Schedule A & B where applicable.
• Joint Venture/consortium agreement signed if applicable; each party must meet tax/CSD requirements.
• Prices must be firm and inclusive of VAT.
• Tender evaluation follows PPPFA 80/20; minimum functionality threshold (70) with: Functionality 100 points (Company Experience 60, Personnel Experience 40).
• Two-envelope submission approach (technical and financial) where applicable; compliance with original tender document.

• Documents available for download at www.matatiele.gov.za or via BTO Offices; hard copies available for a non-refundable fee of R300 (payment to Ned Bank account provided in the notice). • Complete and submit the required forms: MBD 3.3, MBD 4, MBD 6.1, MBD 8, MBD 9, plus MBD1, Ethics Commitment, Authority to Sign, and Schedules A and B; attach tax clearance and CSD printouts.
• Register on the National Treasury CSD if not using a SARS Tax Clearance; CIDB registration required; VAT status as applicable.
• Submit sealed bid to Matatiele SCMU Bid Box at the New BTO Offices by 16 October 2026 at 10:00; tenders must be on official MATATIELE documents, submitted in a sealed envelope with the required endorsements.
• Do not submit via email; two envelopes may be used for technical and financial proposals if required; non-submissions via third parties will be considered non-responsive.
