Overview

APPOINTMENT OF A PANEL OF SERVICE PROVIDERS TO SUPPLY AND DELIVER BRUSHCUTTERS AND OTHER ACCESSORIES FOR A PERIOD OF TWO YEARS. Bidders should be qualified equipment suppliers (brushcutters, saws, pruners, accessories) with relevant experience, registered on the Central Suppliers Database (CSD), and able to operate in/serve Alfred Duma Local Municipality; ensure compliance with HDI ownership targets and RDP location requirements.

Requirements

• Pre-qualification criteria: 80/20 scoring (price 80; Ownership as Specific Goal 20); HDI race 5/20; RDP/area location 15/20; CSD verification and BBBEE attributes.
• Functionality criteria: evidence of similar contracts (appointments/references) and bank/financial capability (bank letter or statement within 3 months).
• Mandatory documents: up-to-date Municipal Rates/Water Statements; CSD; Joint Venture agreement if applicable; Tax Clearance Certificate.
• Bid process: minimum 80% in combined evaluation to progress; compulsory briefing attendance; proof of qualifications and references required; bids must be on official documents.
• Other: no fax/email submissions; bid validity 120 days; municipality may accept whole or part of bid; strict adherence to conditions in the bid documents.

How to Apply

• Documents and portal: bid documents are on the National Treasury e-Tender Portal (etenders.gov.za); use the original bid forms issued by the Municipality (e.g., Form of Bid, MBD forms).
• Submission: sealed bids with contract number and description must be deposited in the bid box at Ground Floor, Lister Clarence Building, 221 Murchison Street, Ladysmith by 18 Aug 2026, 11:00; late or non-conforming bids will be rejected.
• Briefing: compulsory briefing on 22 Jul 2026, 10:00 at Ladysmith Town Hall (47 Queen Street). Non-attendance invalidates the bid.
• Required registrations/pre-qualifications: CSD registration; Tax Clearance (MBD 2); SARS e-Filing options; municipal rates/water statements; JV details if any.
• Additional terms: a draft Service Level Agreement must accompany the bid; negotiations to finalize SLA within 14 days of award; delivery period is seven (7) working days from order; price is fixed per Special Conditions; penalties may apply for late delivery; service provider may be restricted for non-compliance (Special Conditions and GCC).
