Overview

DF 05/2026 invites bids for Category A: supply and delivery of fuel for three years, and Category B: appointment of a panel of service providers to supply and deliver petroleum products for three years. Suitable bidders are established fuel suppliers or petroleum distributors with relevant licenses and capacity to deliver under a three-year contract, and who meet the procurement criteria (HDI/ownership targets, local presence in Alfred Duma, CSD, BBBEE, and tax compliance). The bid uses an 80/20 preference system (price and ownership as a specific goal) with additional HDI/RDP goals, and requires attendance at a compulsory briefing.

• Part A (Primary Supplier): fuel supply and delivery; references, banking proof, and a branded license.
• Part B (Secondary Supplier): NERSA registration; references; turnover/dispensation criteria; panel-based oil and lubricants supply.

• Submit sealed bids in the bid box at the Lister Clarence Building, Ladysmith, by 01 October 2026 at 11:00 (no fax/email submissions).
