DIGITAL TRANSFORMATION PARTNER FOR THE DESIGN, IMPLEMENTATION AND DELIVERY OF THE IRBA’S DIGITAL TRANSFORMATION PROGRAMME

Overview

Appointment of a Digital Transformation Partner to design, implement and deliver the IRBA’s Digital Transformation Programme through a two-stage tender. The IRBA seeks suitably qualified bidders to validate, refine and operationalise its Transformation strategy, with Stage 1 assessing eligibility, capability and a non-pricing technical submission, and Stage 2 focusing on a refined technical solution and pricing. Requirements

• Two-stage tender: Stage 1 (qualification/technical shortlisting) and Stage 2 (refined solution and pricing) with up to three bidders for final award. (Terms of reference)
• Minimum Stage 1 requirements: complete SBD1, SBD4, SBD6.1; Annexure A (Independence) and Annexure B (PI processing); proof of CSD registration; JV/consortium provisions; subcontracting disclosure (max 30%); English submission; authorisation documents. (SBD1.pdf, SBD4.pdf, SBD6_1.pdf)
• Stage 1 functionality threshold: minimum 74 points; no pricing in Stage 1. (Terms of reference)
• Stage 2 activities include refined technical response, demonstrations, architecture/integration reviews, total cost of ownership validation, due diligence, and personnel confirmation. Top 3 proceed to Specific Goals and Pricing (80/20). (Terms of reference)
