Overview

Supply and installation of the Disaster Management Centre Communication System, including a 2‑way radio system for three disaster centers and vehicles, plus a web/mobile incident management platform powered by solar energy. Bids are invited from service providers registered on the Central Supplier Database and ICASA‑authorized for radio equipment, with experience in disaster management communications and related certifications. Requirements

• ICASA/licensing compliance: Frequency Spectrum License, Radio Station License, Radio Dealer Certificate; authorized to buy/exchange/sell/hire/repair radio apparatus (Section 22, Electronic Communications Act).
• Bidders must be registered on CSD and meet tax clearance requirements (PIN or TCS) and provide related documentation.
• Technical scope: supply and install 2‑way radio system for 3 DM centers and 3 vehicles; at least 2 repeater channels; solar‑powered installations with specified panels and batteries; DV‑2066/DV4050 radios and related antennas; compatible desktop mic/headphones; mobile radios for vehicles.
• Returnable documents: IDs for directors, bank details, CSD copy, company registration, JV CKs (if any), current municipal accounts or tenancy affidavits, SARS PIN, and completed MBD documents.
• Evaluation: 80/20 price/qualifying goals; specific goals include HDI status (black ownership >50%, youth, female) and promotion of enterprises located in Amajuba District.
