Overview

Procurement of disposal and development rights for municipal immovable property: Erven RE16/55; RE38/55 and RE42/55, Leeu-Gamka. Open to property developers and investors with CIDB registration and relevant development/asset-disposal experience; bidders must be able to undertake development and meet municipal procurement requirements (CSD registration, B-BBEE, tax clearance, etc.).

Requirements

• CIDB registration and demonstrable development/asset-disposal experience.
• Compliance with SCM policies, GCC, and related procurement regulations; registration on the Central Supplier Database (CSD).
• Tax clearance or PIN (TCS) and, where applicable, CSD number (MBD 2; CSD guidance in tender docs).
• B-BBEE status and certificate (MBD 6.1) and supporting evidence.
• Authority to sign (board resolution for companies) and other governance documents (returnable schedules for JV/consortium).
• Functionality/quality scoring with a minimum threshold (see Terms of Reference); bids failing threshold are non-responsive.
• Complete MBD forms (MBD 1–9, 15) and E-Tender declaration; attach lease/municipal accounts if requested.
• No “in the service of the state” bids; adherence to the 80/20 price/points framework with 10 B-BBEE and 10 Locality points (total 100).

How to Apply

• Access tender documents at no charge from the Prince Albert Municipality website; hard copies available from Ms. Christa Baadjies for R150 (see PAMun Bid Notice - RFP02_2627).
• Prepare and submit sealed bids clearly marked with tender number/description; deposit in the tender box at the Finance Division, Thusong Centre (Adderley Street). No late or unmarked bids.
• Submission must include: MBD 1–9 and E-Tender declarations, Pricing Schedule (MBD 3.1), Tax clearance/PIN, B-BBEE certificate (MBD 6.1), Authority to Sign, CSD details, and any requested attachments (lease/municipal accounts if applicable). Returnable forms (e.g., JV/consortium authority) must be completed.
• Briefing: no compulsory clarification meeting.
• Bids open after closing; bids valid for 120 days.
