Overview

The Department of Environment, Forestry and Fisheries seeks drone training services for 2026, including SACAA-certified remote pilot training and BVLOS capability for four candidates. The scope covers one week of theory with in-person training, ground school, SACAA examinations, restricted radio telephony, 1-on-1 flight instruction, and BVLOS rating processing (BVLOS training). The RFQ is for service providers capable of delivering certified drone training under SACAA requirements (Class 3 Aviation Medical, Remote Pilot Certificate Multirotor) and BVLOS components (see DFFE RFQ 72 Drone Training.pdf).

Requirements

• Providers must deliver SACAA-compliant training packages as described (Medical E package, SACAA Remote Pilot Certificate with Multirotor rating, BVLOS theory and simulator work).
• Training for 4 candidates; includes theory, exams, practical instruction, and BVLOS processing.
• Completion and submission of SBD 4 and SBD 6.1 forms; proof of BBB-EE ownership (or sworn affidavit) and CSD/MAAA registration.
• Tax compliance and VAT considerations; SARS status pin or CSD number required.
• No delivery before an official Department order; strict adherence to timelines and potential cancellation if timelines are not met (and possible inclusion on the Treasury’s restricted suppliers list).
• Pricing must be on company letterhead with VAT where applicable; banking details included; quotes may be subject to 80/20 preference scoring (price vs. specific goals).
