Overview

Expression of Interest (EOI) for a consortium of consultancy firms providing Architectural, Quantity Surveying, Civil/Structural, Mechanical (Building Services), and Electrical Engineering services to support Kiambu County Public Works. The EOI screens consortia for a 1-year RFP shortlist with a possible 1-year extension.

Requirements

• Eligibility: incorporation/registration for lead and partnering firms; membership or accreditation with professional bodies (BORAQS and/or Engineers Board of Kenya or equivalents); valid practicing licenses; CR12/CR13 for the last 6 months; not debarred; tax compliance certificate; code of ethics declaration.
• Consortium terms: written agreement detailing lead partner, partner roles, and inclusion of all five disciplines; signatories from all partnering firms.
• Compliance: self-declarations on corruption-free conduct; commitment to ethics and anti-corruption codes.
• Delivery scope readiness: ability to provide Architectural, Quantity Surveying, Civil/Structural, Mechanical, and Electrical services as specified (with associated deliverables) if shortlisted.
• Documentation: submit all requested forms and attachments (SD1, SD2, Code of Ethics, tender security options) as part of the EOI package.

• Deadline: 9 September 2026, 10:00 AM East Africa Time (BID DOCUMENT).
• Submission method: one original + one copy, in sealed envelopes, dropped in the Tender box at Kiambu HQ ground floor, Main Reception (Governor’s Office); addressed to the Chief Officer- Public Works and Utilities (BID DOCUMENT).
• Where to obtain/clarify: Kiambu County Procurement office; contact tenders@kiambu.go.ke for documents or clarifications (BID DOCUMENT).
• Documents to submit (from EOI attachments): completed EOI responses plus self-declaration forms (SD1, SD2), Code of Ethics, joint-venture/consortium agreement detailing roles, copies of incorporation/registration, practicing licenses, tax clearance, CR12/CR13, and proof of not being debarred.
• Pre-qualification: ensure registration with relevant professional bodies (BORAQS/EBK), valid licenses, tax compliance, and other eligibility criteria; the EOI results determine who proceeds to the RFP (BID DOCUMENT).
