Overview

** ECIC seeks information from potential service providers through an RFI to conduct a banking sector study on the attractiveness of Export Credit Agency (ECA) risk cover for cross-border transactions.** The exercise aims to inform budgeting and potential future sourcing for an insurance management solution, including Basel III capital relief considerations and ECA claim processing features.

Who should bid: providers with in-depth knowledge of ECA financing, bank risk/return requirements, Basel III/Solvency concepts, and ECA claim processing. This is an information-gathering exercise; responses may inform a future tender.

Requirements

• In-depth knowledge of:
  • ECA financing, Basel III capital relief, and bank risk-return considerations
  • ECA paper, insurance policy treatment, and capital relief context
  • ECA claim processing (waiting periods, payment processes)
• Demonstrated experience in market research across:
  • ECAs, South African banking, and insurance sectors
• Ability to provide:
  • Research on bank risk-return and ECA coverage options
  • Recommendations on ECA claim processing timelines and processes
• Deliverables and responses:
  • Complete RFI forms in non-erasable format; where needed, provide separate schedules
  • Provide team composition, timelines, and governance processes to assure independence
  • Include pricing in Annexure B (pricing template) and hourly rates for governance presentations
• Compliance and governance:
  • Confidentiality and POPI compliance; data security measures
  • Authorized sign-off on RFI submissions
