Overview

Procurement of an eDiscovery solution. The City of Cape Town’s Ethics and Forensic Services invites open bids from IT/software vendors with eDiscovery capabilities to supply software and related services for a 36‑month contract.

Requirements

• Must comply with the SCM Policy and all tender conditions.
• Declare and manage conflicts of interest; disclose potential conflicts in submissions.
• Provide complete Details of Tenderer and, for Joint Ventures/Consortiums, a Certificate of Authority.
• Be registered on the City of Cape Town Supplier Database and the National Treasury Central Supplier Database (CSD).
• Ensure compliance with Specifications (C.5), pricing instructions, OH&S, and related contract clauses; returnable schedules must be completed as required.
• A two‑stage process is not used; standby bidder may be considered if needed; ensure readiness to perform if awarded.
• Tender documents include Form of Offer and Acceptance and various Schedule Annexures (returnable documents) and related assurances.

How to Apply

• Site visit/clarification: 24 July 2026, 09:00–10:00, via MS Teams; not compulsory but strongly recommended (18S/2026/27 Final Tender Document..pdf).
• Closing/opening: 12 August 2026; 10:00 (document) [08:00 per metadata]. Submit before the closing time (18S/2026/27 Final Tender Document..pdf).
• Submission method: Sealed envelope containing the signed Tender Document and required documents; Tender Box No. 185 at Civic Centre, 12 Hertzog Boulevard, Cape Town. If too large, follow alternative instructions at the public counter.
• Documents to submit: Completed Form of Offer and Acceptance; Details of Tenderer; Certificate of Authority for JV/Consortium; returnable schedules (Annexures F), price schedule, OH&S agreement, and other tender returnables.
• Pre-qualification: Register on the CCT Supplier Database and on the National Treasury CSD (as applicable).
• Where to obtain documents: Tender document is downloadable online; hard copy incurs a R200 tender fee (document 18S/2026/27 Final Tender Document..pdf).
