Overview

Procurement of the Energy Efficiency Schools Programme (EESP) for 2027/2028/2029, including management and delivery of school-based energy-efficiency activities (Phase A–D: play rehearsals, performance, workshops, poster competition, close-out) over the contract period. Firms with experience in educational outreach, youth programmes, theatre-in-education, event management or multimedia production should consider bidding. Requirements

• Comply with the City of Cape Town SCM Policy; avoid/declare conflicts of interest.
• Two-envelope system not used (2.1.5.2).
• Complete: Details of Tenderer; Certificate of Authority for Partnerships/JVs; partnership agreement (if applicable); Declarations (Interest, Conflict of Interest, Independent Bid Determination); Tax compliance; Authorisation for deduction of amounts owed; absence of SCM infractions; SARS tax status; etc.
• Minimum functionality score: 60/100; detailed Schedule F13A/F13B evaluations apply. If JV, specify work split.
• Additional: Evidence of prior similar youth-education projects; health and safety requirements; samples if requested; pricing per Schedule; compliance with POPIA and PAJA processes.
