Enlistment of One (1) Security Operations Centre Analyst under the Experts Skills Scheme

Overview

Enlistment of One (1) SOC Analyst under the Expert Skills Scheme. The Ministry of Information Technology, Communication and Innovation seeks a consultancy to monitor, detect, analyse and respond to cybersecurity threats targeting government and critical national infrastructure; the one-year assignment may be renewed. Eligible bidders are Mauritian nationals or entities incorporated in Mauritius with proven cybersecurity/SOC expertise and relevant certifications.

Requirements

• Eligibility: Mauritian nationals or Mauritius-incorporated entities; not on ineligibility lists; provide disclosure of any past ineligibilities.
• Qualifications: Bachelor’s degree in Software Engineering, Computer Science, IT, cybersecurity or related; Master’s degree in Computer Security/Network Security or related field.
• Experience: at least 3 years in cybersecurity/incident management plus at least 2 years in SOC operations; hands-on with SIEM, SOAR, threat hunting, vulnerability assessment, and related controls.
• Technical competence: design of cyber simulation environments; analysis of ELK Stack data; familiarity with open-source tools (WordPress, Bash, Wireshark, GitLab, Metasploit); programming skills (Python, JavaScript, PHP, Java).
• Compliance/administration: adherence to procurement ethics, ability to work under a time-based contract, and capacity to deliver monthly increments; VAT considerations apply per project terms; insurance/medical costs borne by the service provider.
