Overview

Procurement of Environmental Subservices to locate, prospect and secure material sources along the National Routes in the Free State – Package 4. Bidders should be firms with Environmental Assessment Practitioner (EAP) registration with EAPASA and experience in scoping, EIA processes, and related resource authorisations (e.g., Water Use Authorisations). Compliance and governance capabilities (Sanral SCM rules, B-BBEE, etc.) are expected.

Requirements

• Environmental Assessment Practitioner (EAP) registered with EAPASA (mandatory).
• Key personnel documentation, including Form B1 (Key Person’s Technical/Managerial Record) and evidence of professional registration.
• Compliance documents: Tax Compliance Status (Form A6), Central Supplier Database registration (Form A4/A3.4), Declaration on SCM practices (Form A3.3), and related returnables.
• Evidence of COID compliance and Occupational Health and Safety declarations (Form A12).
• Returnable schedules completed and submitted (A1–A13, B1–B3, B5, D1, etc.); failure to complete renders the tender non-responsive (T2.1).

• Documents to submit: Complete returnable schedules and forms, including A1–A13, B1–B3, B5, C1.1–C2.3, D1; pricing data in Part C2 (Pricing Schedule and Summary) and the Form of Offer. Include SBD1 and pricing schedules (C2.2 and C2.3) as applicable (see attached SANRAL X.004-049-2018/1ENV-P4 files).
• Registrations/pre-qualifications: Tax Compliance Status (PIN), Central Supplier Database (CSD), and evidence of professional registrations where required (EAPASA for EAP). Provide evidence with the bid package (A6, A3.4, B1).
